Public parking bay centers with occupation info:
- aid [integer]: parking area id
- bid [integer]: parking bay id in area
- geometry [well-known-text point geometry]: location of bay in EPSG:25832 CRS
- load_avg [float]: average load/occupation
- load_h [dict-map of floats]: interpolated load/occupation by hour of day
